Steve fumbles at the buttons of his shirt, leaving some of them hanging perilously by a thread by the time he's gotten them loosened enough to shrug the shirt back off his shoulders. His undershirt goes next, almost an afterthought, and he tugs Peggy's hands down to his belt.
